What's the difference between Component and Full URI encoding?

Encode (Component) — encodeURIComponent — escapes every character that isn't safe inside a single URL segment or query value, including & = ? /. Encode (Full URI) — encodeURI — assumes you're passing a whole URL and leaves structural characters like : / ? & = alone. Use Component encoding for a value going into a query string; use Full URI encoding for an entire URL.

No — different problems. URL/percent-encoding escapes characters unsafe inside a URL. Base64 re-encodes arbitrary data into an ASCII-safe representation. They're often used together, which is why both are included here.
